Delphos Police were called to the 500 block of East Jackson Street at 6:58 p.m. Tuesday in reference to a dog running at large that would not let the homeowner outside their residence. 
The owner of the dog, Steve Foust, was cited into Lima Municipal Court for his dog running at large.
