Jennings OKs tree projects
FORT JENNINGS — Jester’s Roving Players and owners of The Fort restaurant were honored Tuesday evening by Fort Jennings Police Chief Ethel Vaughn for their contributions to the youth of the village.
Vaughn said the pair are always there with help when she needs it. She provides activities for youth at Easter, Halloween, Christmas and during the Burn-Out.
“These guys have given me contributions for every event we have here in the village for children,” Vaughn said. “I thought it was time we acknowledged their generosity.”
Roger Rex and Jerry Zimmerman from The Fort and Councilman Randy Wieging of Jester’s Roving Players received the plaques.
Vaughn is also planning on adopting several local families for a Christmas project.
The village will plant trees in the next several weeks.
A mix of 13 Quanson Cherry and Crab Apple trees as well as five pear trees will cost $1,980 from Cranberry Creek. Maintenance Superintendent Paul Kramer will also add 51 trees to the group at the village’s lagoon. Kramer and Mayor Jim Smith planted 55 trees last year with 31 making it through the dry summer. The trees for the lagoon will cost $497 with an additional charge for special tablets to promote good rooting.
Ohio Department of Natural Resources Forrester Stephanie Miller examined trees at Fort Jennings Park within the last few weeks and noted 17 trees, most of which are Ash, that need to be removed. Three are in dangerous condition. Kramer will seek estimates for the removal of those trees and Smith said the village will seek a grant for the remaining tree removal.
Smith provided an estimate from Poggemeyer Design Group for $8,300 for a bid package for the $70,805 Issue 2 Grant work for grinding and paving work on all of St. Joseph and Park streets and portions of Charles and Fifth streets, as well as catch basin and tile work. The grant includes a 100 percent village match.
The package should go out the first week of December so bids could be opened and awarded in January.
“We hope to get the bidding process done as soon as possible so whoever gets the project can start the work and be completed by July 1,” Smith said. “No matter when the project is started, the work on Park Street in Fort Jennings Park will affect some baseball activities.”
Mayor Smith also passed along concerns from a resident about the new Ohio Department of Transportation paving work done on State Route 190 last month. The resident said he lost parking in front of his home after the center line was moved by ODOT.
Smith and council reviewed information from the state noting that the street markings in the past were not up to Ohio Revised Code and the parking space(s) used by the resident would now be illegal.
Council agreed Smith should pass this information on to the resident.
The Christmas decorations for the village have been refurbished with new garland and LED lighting. They will be installed on utility poles on Water Street the weekend after Thanksgiving. The cost for refurbishing the decorations exceeded the original allotment of $2,200 passed by council in October by $146.29. Council approved the increase and thanked the Lions Club for their assistance.
Kramer also reported he is in the last week of discharging from the retention pond. He also noted he had several high pH readings and is working with the Environmental Protecion Agency to fix the problem.
“Getting a good pH level is a very common problem with lagoon systems, according to the EPA,” Kramer said
Two ordinances head second readings.
Ordinance 2009-005 deals with regulation of animals. Mayor Smith said that over the summer, he had received more calls about dogs doing their business in other people’s yards than any other complaint. The ordinance allows for a warning for the first offense and a $100 fine for the second offense.
Ordinance 2009-006 concerns snowmobiles and other off-highway vehicles and amends a former ordinance to include language to allow the Ohio Revised Code to override any village ordinance concerning operation and safety rules of the vehicles.
